What is the phonetic alphabet used for?

What do Code 1, 2, 3 and 4 mean?
They set the urgency of a response: Code 1 is routine, Code 2 is urgent with no lights or siren, Code 3 is lights and siren, and Code 4 means no further assistance is needed.
